I have found that Bill Bishop who blogs http://sinocism.com has what seems to be an informed view of China.
Another source is caixinglobal.com, the Chinese government site.

Reportedly the first cases were late December 2019.

As of today 28th January... 

SPECULATIONS

•  The incubation period is estimated to be ~14 days.
•  The virus can be transmitted during the incubation period.
•  So people without symptoms can be transmitters.
  
•  The number of cases is speculative. China has not got enough testing kits.
• There are speculations that the number of deaths is not accurate.
•  Fatality rates are age related. Children survive. People over 65 have a 70% chance of being a fatality.
